Bad weather was believed to have played a role in the crash, said Ghulam Rasool, a police commander at the crash site, which was being lashed with rain and was covered in low clouds as rescuers and local villagers searched for bodies.
The nationality of the victims was not immediately known.
"We have recovered five bodies. They are in many pieces," Rasool said, as he held up a piece of the wreckage. "There is no one alive."
The commander said the plane was Russian made and had four engines.
Russian magazines and notes of Russian rubles were scattered around the blackened wreckage of the plane, which was near a few houses on the mountainside some 30 kilometers (18 miles) northwest of Kabul, the capital.
Some local villagers said they saw the plane crash.
"The plane was swaying from side to side and flying very low," said Malang, a 50-year-old farmer who only uses only name.
"There was no smoke coming from it. It then slammed into the mountain. There was such a loud bang and then flames shot everywhere."
Another witness, Farid Zia, said he saw flames coming from one of the plane's wings.
Many pieces of the wreckage were still smoking hours after the crash and some children were carrying away aluminum pieces of the plane.
A spokeswoman for NATO's International Security Assistance Force, Squadron Leader Annie Gibson-Sexton, said NATO troops were helping at the site. She said it was not immediately clear who owned the plane.
The site of the crash is near Bagram, the U.S.-led coalition's headquarters in Afghanistan. A spokesman for the force said the plane was not one of theirs.
Both Bagram and Kabul are surrounded by mountains. Flights into the area are often canceled when weather is bad.
There have been a string of aircraft crashes in Afghanistan this year, mostly of military helicopters. On February 3, a plane belonging to Kam Air, Afghanistan's only private airline, crashed in mountains near Kabul due to bad weather, killing all 104 people on board.
